We need to think of the whole infrastructure, including people, software, etc. NSF seems to be heading in the right direction with the ACCI task forces (https://nsf.sharepointspace.com/acci_public/default.aspx) and CF21 (http://www.nsf.gov/pubs/2010/nsf10015/nsf10015.pdf).
